I've found that obsidian warrior is a much better choice for gloom. Opinions will of course differ, but with essentially the same group setup, tank takes 0 damage almost all of the time and has a much easier time surviving the few seconds when enchantments drop, get stripped or otherwise end. Your milage may vary of course, this is just my experience after multiple groups with both setups.
For City, obs ele can tank without support and without bonds with permanent obsidian. With sliver armor you can even solo kill some mobs, depending on the number of Kis and their position of course. The downside is ofcourse the lack of agro management. Depending on how you run the group, running Obs Flesh, Stoneflesh, Armor of Earth and sliver armor, combined with Earth attunement, Aura of Restoration and Balth spirit makes you indestructive with more than enough energy to spam your enchants, as long as you can keep up obs flesh. With QZ, that's no problem, didn't try the SQ. The good thing is that you're self-sufficient, and you don't need bonds, except possibly for the end group.
As always, there's no really right way, since it depends a lot on the rest of the team.
